Ethics Review Manager (Ethics RM or ERM)(external link) will be updated in mid-August 2026 with a new user interface. This update introduces changes to the appearance, layout, and navigation of the system, while the underlying functionality and application processes will remain unchanged. The update is intended to improve the overall user experience.  

Users can continue to use ERM as normal. Existing applications, submissions, and user accounts will not be affected by the change.

To support users with the transition, updated guidance materials and user manuals reflecting the new interface will be made available on the HDEC website. These resources include updated screenshots and navigation guidance to help users familiarise themselves with the revised layout.

Further information, including the confirmed go-live date will be provided closer to implementation.

An Ethics RM training programme was succesfully completed for user capability building during 20 July to 6 August, 2021.

Further changes to HDECs

This is the first part of a wider review of the HDECs system that will include a review of the HDECs Standard Operating Procedures and the Terms of Reference. An Advisory and Governance group will be established in 2021 to oversee this work, and the Ministry will publicly consult on any proposed changes.
